In order to easily get the Warp scroll, complete the following quest:

Mean Machine:

Required Fame:    Bastok Fame: Level 2

Given by:             Unlucky Rat, Bastok Metalworks (G7)

Required Item:     Slime Oil

Reward:              Scroll: Warp

Description:  Unlucky rat is out of machine oil and one of his machines needs to be oiled up. Bring him some slime oil to fix it. Slime Oil drops off various slimes.

Easy Bastok Quests to get enough fame:

Gourmet - apparently around 10 treant bulbs for this repeatable quest will get you enough fame. I haven't tested this.
