Problem:  I've encountered this a couple of times now: after upgrading/changing my site, I had backed up user data (jos_users table) and restored into a new user table, but when I tried to view the users with the "User Manager" in the Admin back end, only the Administrator appears on the list (which was not included from the old table).

Solution: I found this tip about which tables need to be restored before you can view the users in the User Manager:

"The users will only appear in the User Manager if all references in the following tables are correct:
jos_users
jos_core_acl_aro
jos_core_acl_groups_aro_map"

Make sure that all three tables have been restored/populated properly.
